Mitt Romney Says He's Responsible for Saving FEMA

After declaring he would abolish FEMA in 2011, the Republican nominee now says that  
by not becoming president in 2008 he was able to protect FEMA from being shuttered 
and, by extension, deserves credit for saving the agency and the Atlantic seaboard.  
News Update:
Romney later today said that if elected he "will ensure FEMA has the funding it needs.
